  3. Declaration of Membership
    1. The SGM is taking place before the 1 December deadline that sees members suspended if they have not yet paid their annual subscriptions. NZSSRA's membership therefore comprises: Life Members, the 138 2023-24 Member Schools that did not resign their membership, and any schools accepted as new Member Schools for the 2024-25 year by the time of the SGM.
  4. Roll Call
    1. The quorum for the SGM is not less than 40% of NZSSRA's membership.

      Note: at the time this Agenda was created there are 7 Life Members and 138 Member Schools entitled to vote at the SGM, which would be a quorum of 58 members
  5. Minutes of the 2024 NZSSRA AGM
    1. The draft Minutes of the 2024 NZSSRA AGM accompany this Agenda. They need to be ratified.
  6. Remits
    1. No remits were received in relation to changing the Constitution or the Safety System.
    2. 2024 is not a year when proposals for alterations to the Regulations or Rules are to be received for an SGM unless deemed necessary by the Schools Committee:
      1. No remits were received in relation to changing the Regulations
      2. No remits for Rule changes were received from the Member Schools that requisitioned the SGM
      3. One remit was received from Life Member John O'Connor with proposed changes to Rule 11 (the systems of classification used by NZSSRA). However, the remit was about a different topic from the SGM, it requires further work (additional changes to other Rules and Regulations), and it was in relation to a subject already expected to be addressed at the 2025 AGM. The Schools Committee determined the remit did not meet the requirements for becoming part of the business of the SGM.
      Therefore there are no remits in relation to changing the Rules or Regulations.

      Note: as there are no remits to change the Rules or Regulations, the student eligibility criteria applying to Maadi 2025 (and the other 2025 Championships regattas) do not change and schools will remain entitled to enter Year 14 students to compete there.
  7. Business of the SGM
    1. The business of the SGM is:
      "Any student who is a Year 14 will not be permitted to participate at the Maadi Cup from 2025. Exceptions can be made on a case-by-case basis following approval of an Independent panel. This panel will be made up of Principal representatives, who will assess the legitimacy of the student by taking into account factors such as academic need"

      Note: as the business of the SGM does not alter the Constitution, Regulations, Rules, or Safety System it shall be decided by a simply majority of votes cast.
      In the event a simple majority of members agrees with the business of the SGM it will become NZSSRA policy. In that case the Rule-change remits required to enforce the policy in future will be developed and put forward to the 2025 AGM. Members will then have to decide whether or not the changes are adopted and the policy becomes enforceable.
    2. The Member Schools requisitioning the SGM have not provided any further information for members about the business of the SGM.
    3. The business of the SGM has been raised by Member Schools with School Sport NZ (SSNZ). SSNZ sought information from NZSSRA in relation to Year 14 students. NZSSRA researched these matters and provided SSNZ with hard data about Year 14 students, in relation to rowing.
      The "Year 14 Students: NZSSRA impact assessment for School Sport NZ" report accompanies this Agenda so members have access to the facts NZSSRA can provide about Year 14 students involved in rowing.
